When times got tough, Davis had no reservoir of goodwill with residents or fellow lawmakers to fall back on. An uncharismatic leader with few close friends and a stiff, wooden style, he had not cultivated alliances in Sacramento, or charmed voters into allowing him room for error. He was re-elected by a slim margin in November over a novice candidate.
"He's a loner, which in politics is a perilous course," Sonenshein said.
Like other Californians, David Emery, 35, cited the budget deficit and power crisis when asked his assessment of Davis.
"A good leader would grab the bull by the horns and get things done. He has not done that," said Emery, a customer service representative for the San Diego Padres.
Still, Davis has expressed confidence voters will keep him in office.
"At the end of the day, I believe they will acknowledge we have been making progress in a tough economy," he said Thursday.
